To be accurate it's not done by the OS but by the Boot Code, Boot Code 5.3.1 which comes with the CE hardware revisions L+.

By the way, the PyAdaptr app was released yesterday.
You need to update your TI-83PCE to OS 5.3.5 to be able to run it

If run on a TI-84+CE, PyAdaptr doesn't even tell you to update, showing you a completely different error message :

So it seems Python is not coming on the TI-84+CE for now.

You might be able to run PyAdaptr on the TI-84+CE after installing TI-83PCE OS 5.3.5 with BrandonW or Hooloovoo's tool - to be confirmed.

Even from boot 5.3.0, I just checked on CEmu.
(That boot version may have come with the first rev L but that part I'm not sure).
