This is my code. Upon compiling it says there is an issue with line 3, and I tried everything I can think of to fix it. The documentation said argument #2 needed to be double the characters in the string, so I messed with that a bit and nothing, and nothing even said what argument #3 does. Can somebody help out?

The second argument is supposed to be double the number of bytes, not double the number of characters - so in your case, that should be 32. The third argument is the offset from the start of the palette - if you set it to 3, the first two bytes of the string provided would be used for the palette index of 0, the next two for the palette index of 1, and so on.
If I had to guess, your issue is with hex squishing somehow. I can't find the documentation on that.
Also, are you sure that line numbers are one-indexed? Line 3 might also refer to the fourth line of the program, if the first line is line 0.

To add to what commandblockguy said, ICE also only allows variable names up to 10 characters in length, so "BLANKTASKBAR" is too long. You would need something like "BLANKTB"

EDIT: Also, if you'd like to rule out hex squishing as a cause, use single quotes instead of double quotes
