Seconded. If you just want an editor, try http://sc.cemetech.net.
It would be cool if someone wrote a TI-Basic interpreter though - that way you could try out Basic programs without needing a ROM or emulator.
It wouldn't be too hard to replicate most of it, but for timings and such, an emulator would be the only way. And there are so many oddities and undocumented behaviors of some commands.

Well, when you run it, it should ask you initially for the ROM that you'll be using with it. As always, I must add the standard disclaimer that ROM images are in a very iffy gray legal area, and even a single ROM image for a calculator that you own as a "backup" is debateable. With that said, it is against the TOS to ask for a ROM here.

Other than that, I can't think why it wouldn't work. What OS and int-width (32-bit or 64-bit) are you running?
