Well I had this problem once, but I just got a new computer and solution from last time doesn't work. But, I try to use Ti-connect device explorer for my 84+ SE. It shows com3, but can't find my calculator. Also, I did try to install my calculator on the computer after ti-connect, but my computer can't find a driver. I didn't have my calc plugged in while I did ti-connect installing.

You don't need to have calc plugged while installing.

What cable are you using? The normal USB to pc?
When you connect the calculator to the computer and press on does in the inferior left corner some message/icon of hardware appears?

Inferior right and yes. It tries to install my calc, but can't find any drivers for it, so it stops. And I've heard that you can't have your calculator plugged in while installing ti-connect or it funks it up. I have the mini usb to regular usb black cable, the standard one.
