I cannot remember, but I think it is because it is licensed TI property. It is like downloading music... You need to download it from the site...

You could always perform a ROM dump, with TILP II or an on-calc dumper, and transform that back into an OS upgrade using a program made by, IIRC, FloppusMaximus.
