I was looking into buying a new calculator and came across the ti 83 premium ce and ti 84 plus ce (both are the python edition) and was wondering what is the difference between the two.

The premium CE is French, the 84 Plus CE is English.
The TI-83 Premium CE is the French variant of the TI-84 Plus CE.
The most noticeable difference is the slightly different keypad layouts, as well as the fact that all of the key labels on the TI-83 PCE are in French. There's also an LED on the top of the TI-83 PCE that's missing on the TI-84 PCE that blinks when test mode is active.
In terms of features, the TI-83 Premium CE can do everything that the TI-84 Plus CE can, plus a bit more - it has an exact math engine, which allows you to do things like simplifying fractions and radicals.
As a result of this, I would assume that the 83 PCE is not allowed on all American tests.
The TI-83 PCE is usually cheaper than the TI-84 PCE, since there's actual competition in France, unlike in America, but is only sold in French markets. If you're in America, you can still buy it and have it shipped via amazon.fr.
The OS language on the 83 PCE defaults to French, but you can change it to English from the mode menu.
Programs made for the 84 PCE also work on the 83 PCE and vice versa.

Overall, they're pretty much interchangeable if you can deal with the French keypad labels, don't need an exact math engine, and don't need to use it on a standardized test.
