Im guessing the answer here is no, but here's the question anyways:

-Is there ANY way possible to create an assembly program without using a computer to compile the program?

-could you type it in by hand like TI BASIC?

it would be nice to hear the reasons why as well (if possible)

If you know the hex codes you can type them into a basic program, but that is going to get stupidly hard real fast
yes...i think I've heard of that...unfortunately i don't know anything about hex code at the moment... maybe i could try some other time.
i should be working more on TI BASIC and C++ right now
